The SHA was created by the Government in 2002 to manage the local NHS on behalf
of the Secretary for State. As the present 28 SHAs are reorganised to 10 new SHAs as
part of on going Health Reforms for England, the Birmingham and the Black Country
SHA join neighbouring SHAs to form the new West Midlands SHA. The functions of
the new SHA are:
- strategic leadership;
- organisational and workforce development; and
- ensuring local systems operate effectively and deliver improved performance.

Teamwork is a leading clinical and healthcare consultancy.
Teamwork has extensive experience in developing future service models for care inside, and outside of, hospital. Their team also works closely with managers and ‘front line’ clinicians to improve services for patients by changing clinical practice and introducing more productive ways of working.
The ‘Best Practice’ template used in the GP Toolkit has been developed by Teamwork and ‘road tested’ with many local health communities.
Teamwork has a proven track record of working successfully within the NHS:
- developing alternative healthcare models and changing clinical practice;
- supporting organisations to plan and manage future investment and capacity;
- achieving sustainable and recurring financial and clinical viability; and
- ‘turning around’ poor clinical and financial performance.
